With the creation of the Institute, the City Council culminated the process of structuring this new sector of activity, opting for the ideal organizational model to adjust the management of the urban landscape to the needs of citizens, organizations and the private sector, the true protagonists of the conservation and improvement of the city.
c) To coordinate the actions of all those involved in the preservation and improvement of the urban landscape and the quality of life and to propose regulations for the protection and improvement of the urban landscape and the regulation of its uses.
The Institute is an active member of the Advisory Council of the Landscape Observatory, set up at the end of September 2005 following the signing of a framework collaboration agreement with the Department of Territorial Policy of the Generalitat de Catalunya.
The presentation of the event, which will take place from May 13 to 15, 2021 in Cuba, served to celebrate the ephemeris “The success of the Barcelona posa’t guapa project was such that the mayor’s commissioner responsible for it became a municipal institute in 1997 and in 1999 the ordinance of the uses of the Urban Landscape and the quality of Life was approved”, recalls Ferran Ferrer, precisely the commissioner responsible for the project between 1985 and 1997 and then manager of the institute until 2001. He is now the president of WTTC, one of the organizers of the congress in Cuba.

If you live in Barcelona you will have noticed these days the media controversy about insecurity and incivism. In this context the Barcelona beatmaker ETM releases “Barcelona”, an unofficial remix of Ed Sheeran with controversial visuals that show the less friendly side of Barcelona.
“Barcelona, posa’t guapa” is the slogan that the Barcelona City Council used from 1985 to 2001 for its plan of measures for the protection and improvement of the urban landscape of the city. A slogan that has subsequently been subverted on countless occasions, used precisely as a criticism of this permanent cosmetic obsession of successive city councils, especially interested in promoting the city as a tourist destination.
The Barcelona producer continues to use the same formula: recontextualize known songs and bring a completely different sense to the original, more critical and at the same time more connected to the socio-cultural reality of our territory.
This time, the chosen song is “Barcelona” by Ed Sheeran. A mainstream pop hit that at the hands of ETM gets a second life as the soundtrack of a not at all innocent compilation of controversial images of the recent history of Barcelona. With this, the producer seeks to expose the lesser-known face of a place idealized by the popular imagination and the clichés of songs like the one by the British composer and performer.

Although this system is technically resource-intensive, it is possible to differentiate between the cost of the work and the budget, preventing any malpractice in the progress of the process.
In 1997, the City Council approved the statutes of the Municipal Institute of Urban Landscape and Quality of Life (IMPUQV), consolidating the urban landscape model, and all the elements that had been incorporated over 12 years into the initial design of the “Barcelona, posa’t guapa” campaign were taking shape.
